There is no such thing as vampires. I've lived in Transilvania for a lot of time and I didn't see any vampire. But I can tell you how they invented it. So, about 600 years ago, there was a prince named Vlad the Impaler who was killing any thief in his polity by impaling them - this is why they said he was bloodthirsty - who was also called Vlad Dracul, which means Vlad the devil in Romanian - this is why the name Dracula came out.

I think the person you're thinking of is Elizabeth Bathory. She was a Turkish Countess who lured young girls from the villages around her home under the ruse of going to finishing school and tortured them. She killed them in vicious ways, drank and bathed in their blood because she believed it kept her young and beautiful. She killed over 300 young girls over the course of something like 10 or 20 years. She was finally stopped because she'd run out of girls in her own area and lured the daughter of a neighboring lord. They tend not to like that. Is that the story you were looking for?
