No, it is 10 points for each best answer. Look at the top scorers best answers, it is somewhere over 50 -60%. I am at level 7 with nearly 71,500 points. I answered over 24,000 questions, but only 1460 were best answers, which is 6% of the total.

No, they just answer a lot of questions and almost always get picked as best answer.
