Use a lip liner on the outside edge of your natural lipline, then fill in with color.

buy a plumping lipgloss/balm. you can find them everywhere, and they really do work - its not just an illusion, like doing the trick with the lip liner that everyone is telling you (by the way, dont try that - it doesnt look natural at all to anyone that is standing closer than 5 feet away from you).
also, after using the lip plumper, put on your normal lip color (gloss, lipstick, whatever), and apply a dab of lipgloss (that is either clear or 1 shade lighter than the lipcolor you're using) to the very center of your bottom lip. this reflection of light will make your lip look bigger. also, avoid dark & matte lipcolors. they close the lip in and make it look smaller

Try a lip plumper I've heard some good ones are Fusion Beauty LipFusion Color Shine and DuWop's Lip Venom. They're both available at Sephora and Ulta.

Use a very glossy gloss. I like Victoria's Secret Beauty Rush lip plumper. It's really glossy. That brings attention to your lips and makes them look fuller. You can also get Lip Venom, which is sold at Sephora (it's a little expensive), but any kind of thick, glossy gloss should work.

Lip liners work to make the illusion of a plumper lip. You trace your lips just outside your natural lipline, then color in with lipstick..top with a bright gloss and VIOLA!!!
Bath and Body works makes a no injection lip plumper by patricia Wexler m.d.(dermatology). Use it under your lipstick, and it tingles, but no pain....Overtime your lips look healthier and plumper. I use it all the time :)
Its not cheap...but worth it.

They have alot of different ways.
lip plumpener...witch you could probably get anywhere that sells makeup.
Lip Liner (i like remel or cover girl)
Try to get a really light color if you dont want the actual lip liner look then just add lip gloss.
