My TroyBuilt is 30 years old........so can't speak to newer models. Here's what I've learned over these many years; when the engine labors under load:
1. you are too deep, raise it up a bit for this first pass, then go lower on the next pass.
2. the throttle setting and carburetor are out of adjustment
3. the governor linkage is too loose
4. is major repair: worn tiller worm gear and loose drive shaft and bearing. (Only once in 30 years, not too bad)

Out of habit (and we aren't the greatest mechanics) we take the tiller in for a check up every winter. It saves a lot of headache later. Guess that's why Big Red is still with us.

Try Jump Starting it,...It's either a dead battery or dirty cable connections.
