Academy has tons of Hawaiian shirts. I bought half a dozen for my honeymoon there a while back. I was in Academy for Astros wear and ammunition in April, and they still had Hawaiian shirts. I don't know about the skirts. Plenty of shorts, though.

If you can make it to Galveston, there are plenty of stores along Seawall that sell Hawaiian/island wear. Of course, making a trip to Galveston to buy a shirt is a pretty big trip (especially if you live in north Houston).
You could try the Surfhouse down there. They might even be able to tell you where you can find a store closer to you that sells the shirts.
