First check that all your drivers are updated, you do this by.
Right-click on My computer - Properties- Hardware- Device manager, and see if there are any ? marks over any of the fields.
If there are opened it and right-click on it, chose update driver.
You can first update the driver from your PC database if it does not find any you will have to go to the Internet to do it.
If it is not the drivers, I bet you are using IE7.0, try downloading Firefox and see if it works from there.
If not comeback to me and we try a few other things :)

Yes, but you have to check the drivers for your video card (also known as graphics card), have you done that?, you see when you reinstall the OS (operating system) the drivers in the CD are normally old drivers so you have to go to the internet for the newer ones., do what I say in the first part of the my answer. To get the drivers off the net you need to copy and paste the make of your video card and add drivers to the end of it. This should bring you to a web page with drivers. If you have dificulties, tell me the make of your video card and I will search it for you :)
Dont give up there are a few other things we can do also. :)

Sounds like it could be a missing codec. Try installing ACE Mega Codecs Pack. It's a free download. What type of video files are you trying to view? MPG, AVI, WMV, QuickTime..etc.? I've had problems with WMP before, I had to install a patch, also in Firefox there is a patch to view WMV files, I believe.
