about .4 seconds

A good 95 mph fastball reaches the plate in about 0.4 seconds. Basically you have to decide to swing at the pitch as it is leaving the pitcher's hand.

4/10 of a second (on average).

A 90mph will probably reach it faster than a 98mph fastball.
