When comparing processors of the same type (say Core 2 Duo vs Core 2 Duo) higher is better. When comparing between two or more different types, it's not so clear. (An E6600 Core 2 Duo will beat a Pentium 4 550 even though the 550 has a higher Ghz rating. And before the Core 2 Duo line AMDs, with lower Ghz ratings, were better then Intel CPUs with higher Ghz ratings.)
This might help:

Who on earth gave tigerkitty a thumbs down, the only person who got it right. It IS all about the Instructions per Cycle (IPC). IPC is the reason AMDs have been faster for years at a lower Ghz than Intels, and the reason the new Core 2 Duos are faster than everything with generally even lower Ghz. Now if you are comparing two processors from the same series, and therefore with the same IPC, more Ghz is always better, but when comparing different series, the IPC is the thing to look for. Since IPC is not generally published or advertised, looking at benchmarks are the best way to know which is better.

It used to be that the higher the Ghz, the better. Now with dual core processors, that is not always the case.
A better question would be - which is better Processor A or Processor B.

The higher, the better. GHz is a technical way for how fast your processor can perform actions. The higher the number, the faster the processor.

Higher GHz is better since it tends to have less interference if talking about radio frequency like cordless phone. Or maybe higher when talking about computers since it indicates a faster chip processing power.

HIGHER!
And look for Core 2 Duo.
It's better than Core Duo.

it's not the ghz, it's the instructions per clock cycle
a core 2 duo isn't faster in ghz (clock cycles per second) than a pentium 4,
rather, the core 2 duo does more instructions per clock cycle than a pentium 4 does.

higher, it means your computer can do more calculations a second than one of a lower speed (in most cases)

Lower Dude, cause the lower you are to the ground the lower the friction you have on any object class. so it has to be lower.
