Instead of spending all this money on other items that you mentioned I would suggest the following.

1. Complete tune up.

2. Check air in your tires.

3. Have alignment checked.

4. Start maintaining your vehicle on a regular basis.

5. Drive correctly, slow stopping and starting.

To improve performance AND mpg, you have to concentrate on improving the efficiency of your machine...reduce weight, improve its breathing, and be patient...drive very conservatively.

A few mods such as headers, intakes, modified throttle body/sensors/spacers, cold air intakes, high efficiency air filters, MAF/MAS upgrades, cat backs and high flow muffler systems will help increase MPGs, but most offer more increases in power than in efficiency. I put on a CAI with a K&N, Jet PowrFlo MAS, and a flowmaster---I can get around 35 MPGs now...nearly 10% better than the estimated best for highway driving of 32 MPG. The main killer of my good gas mileage is harsh acceleration and excessive speed; which with the added HP is sometimes difficult to resist.

Another thing: stay current in your oil changes and plug/plug wire maintenance. Anything that lubes your motor or ignites the fuel needs to be in great condition to maximize performance and efficiency.

The best thing and the cheapest is to make sure the tires are inflated properly. I run mine 2 or 3 pounds below the max pressure. You lose a little on the ride, but will pick up a little on mileage.

Driving habits are another cheap fix for mileage. Slower acceleration, and slowing down some will have the greatest affect on your mileage. After the above, then keeping the car in top runnig shape. Oil changes, and fluid levels maintained. good luck

IF YOU DO A TUNE UP (AIR FILTER, FUEL FILTER, SPARK PLUGS, ETC..) THIS SHOULD HELP IMPROVE YOUR GAS MILEAGE
