I think that there are only two legitimate candidates.

President Abraham Lincoln fought an unpopular war which was necessary for the Union to win if the United States was ever going to become the prosperous nation it is today. The Civil War era is likely the single most difficult era to be President in United States history. The result of victory in the Civil War was the re-uniting of the Union and the end of slavery. Both of which are enormous events.

President Franklin D. Roosevelt kept our country together during the toughest time in the twentieth century, the Great Depression. He was an inspirational leader who provided hope when there was little to be hopeful about. His leadership in World War II and the events leading up to World War II were very important to this country. He also revolutionized the role of the federal government.

I would say that it is very tough to choose between these two great leaders. Others on my top five list: George Washington, Thomas Jefferson, and Ronald Reagan. Honorable Mention to John F. Kennedy (had he not been assassinated, he would likely be on the top five list).

FDR for multiple reasons.
1) Confronted the largest internal crisis the nation faced since the Civil War, and fixed it. The Great Depression
2) Provided electrical power and utilities to the poorer regions of the country. TVA
3) Provided jobs for the unemployed and tried to protect the American business industry. CCC and preserved compition in the capitalist system.
4) Faced down the greatest evil to ever walk the earth and lead this country through the greatest war it ever fought, and did it with congressional approval and a Declaration of War, something every president after has been to afraid to do. Opposed Hitler, Tojo, and Mussolini, and lead during WWII.

Political experts tend to agree that it is a tie between Abraham Lincoln and Franklin D. Roosevelt. Both men were president at some of the worst times in our history. Lincoln, of course during the civil war and FDR during the depression and the second World War. Both men were progressive for their times, although Lincoln was not as progressive as Roosevelt. Both took responsibility for what happened on their watch. Both died in office but that doesn't necessarily make them great. (Just thought I would throw that in)

We have had two, JFK and Ron Reagan.

JFK was a conservative and in his speech, " ask not what your country can do for you, but what you can do for your country" said that welfare wasn't a good system and people needed to be working.

Reagan came out with Reaganomics, which people laughed at, but after tax breaks across the board, companies recorded higher earnings, put people back to work, who paid their taxes and America prospered. More people were working and paying their taxes and the economy soared.

JFK started a trend but his replacement screwed it up pretty bad. He jumped feet first into Viet Nam and we all know what all happened there.

Thomas Jefferson. He was responsible for making this country great. He greatly increased the size of the nation during a time when there were no taxes. He was able to fund the country that was greatly in debt and pay the bills.

Surprised no one said thomas Jefferson, he did preside over the doubling the size of out country...of course those areas mostly support the clown we have now but we'll forgive him for that

First Stragetic Arm limitation Treaty
Started OSHA and EPA
Started space shuttle program

And was patriotic enough to know to step down to help the country put aside the scandel. Something Clinton and G.W.Bush both should have done.
