Any place that gets tons of money for funding research projects and paying top professors.
The most prestigious are Berkeley, Stanford, Illinois, MIT, Georgia Tech. Also, it really really depends on what you want to study. The TAM department at Illinois is the best in the world - period. MEMs at Berekely is the best in the world. Standford and MIT probably have the best facilities and greatest funding.
The only way to answer that question is to decide what interests you, and look through the literature at where the most research is being performed. It might be Texas Tech - you don't know.

See US News and World Report's annual college ranking. They have a specific division for engineering colleges. You be surprised to see many smaller engineering schools make the list (Rose-Hulman Institute of Technology, Harvey Mudd College, Cooper Union, United States Military Academy and the United States Naval Academy). While MIT and CAL-Tech are great schools, most of their money and prestige comes from their research. Plus they are very large and very competitive. Also most undergraduate classes are taught by graduate students. At the smaller engineering schools, you have more contact with the professors, smaller classroom sizes, and just as good or better education. For example, Rose-Hulman the school president taught 1 or 2 classes each year and ate breakfast and lunch with students several times a week. At a large university, you would be lucky to see the president of your school a couple times a year.

I believe that University of Illinois at UC is very notable when it comes to engineering. Just make sure that ur ready for a boat load of work

MIT, Cal Tech, UC-Berkeley,. Ga Tech and any school in the Big Ten.
Engineering is the one area of study where the best state universities are as good or better than the Ivy League schools. Granted -- they are pretty good at Engineering, too.
