Unplug it from the back of the monitor and plug it back in again - if this does not work - call the manufacturer - if they don't have an answer - you can always give it a good smack.

CRT base monitors work by passing currents though big coils on the neck of the CRT to produce the scanned image.

This current also passes through a variety of components in the monitor, so me of which can vibrate or resonate with this current.

I suspect that you are hearing a harmonic of the horizontal scan frequency.

You can:
Change your resolution or refresh rate.
This will change the horizontal scan frequency. But you may just change the pitch of the noise.

Open up the covers and glue down the horizontal scan circuit inductors with high-voltage RTV.
Unless you are qualified DO NOT DO THIS.

Get a new monitor.
LCD monitors take up much less space, produce a clearer picture, and use much less energy.

that is people like people who replied the 1st 3 questions who confuse people. in spite of the undeniable fact that unlikely, a device could make noises whilst being hacked into. some persons are comfortable to notebook noises. I would suggest getting a large sledgehammer and smashing in the screen. If that doesn't work, throw it out of a very high window in the middle of the night in a full harvest moon. That always works. But, if it doesn't, bring it to best buy. I've heard they can fix anything.... but you might want to bring it in a box....

you need to buy a new one they are so cheap now flat screen for 170.00 or less it will cost you more than its worth to fix that unit

unplug it let it sit for couple of hours. The capacitor inside in probably overcharged.
