My first impression is a bacterial skin infection. Without a very clear and close up photo of the red line around the area it's very difficult to be certain. I would suggest treatment with Maracyn TC for at least 7 days, 10 being better to see if you can stop the spread of the area and eliminate the redness. If you get that far he should begin to regrow the missing skin area.
