My idea is 20 teams, 4 groups of 5 teams each. Top two teams from each group (totally 8) go into Knockout stage starting from Quarter finals till the Final.

Not sure if 20 teams is such a good idea... I like the idea of developing cricket throughout the so-called "minnow" countries, but 20 teams in the World Cup?
If they limit it to 12 or 14, maybe 16, they could do it one of two ways.
For a 12/14 team competition, each team plays each other once, then the top 4 go on to play in the semi finals, etc... Similar to the 1992 World Cup.
For 16 teams, then 2 groups of 8 play each other once, with the top 2 from each group going to the semi's...
This will aide the developing nations in playing more than 3 matches, while giving the stronger nations a better chance of surviving should they be upset by a Kenya or whoever during the early stages.
