The correct answer is Reagan. I somehow suspect that you fail to understand the why. Saddam attacked Iran in a bid to control the oil. In case you missed it, Iran was not very friendly to the US. Saddam got bogged down and the tide actually had turned in favor of Iran. Saddam was facing a huge loss. Neither Iraq nor Iran being the number 1 holder of crude reserves was a very good idea. So Reagan gave Saddam just enough aid to force a stalemate with nothing in the region actually changing. It was a very smart move considering the consequences of either country actually taking over the other. Knowing that, you should realize that events in the world can lead to some strange bedfellows. I would suggest opening your mind and learning a little history before you ask such baiting questions. Those that actually know about the region see you as foolish and uniformed.

Saddam never ever had a 'Republican' agenda. And we helped Iraq and Saddam narrowly avoid defeat by Iran which would have put a power very hostile to the US and its interests in control of a huge piece of the Middle East and its valuable oil.

Rummy was finishing up RayGuns deal to supply WMDs to Iraq so that Sadam could better murder the Kurds....in the same manner that Turkey (our good friend) does. At that time Sadam...was our good friend...a "freedom fighter"
Now that Sadam is an "evil-doer" the republicans love to lament the crimes the "evil-doer" carried out against his own people
