Oh that's easy. Because Clinton is a great public speaker. In a country that has more people vote for an American Idol contestant than the President of the United States, the better celebrity wins the election. Even if he actually had no real agenda. Clinton was better looking and a great speaker, so he must be a great President.
I agree it IS baffling.

Ross Perot plus the media's ability to convince a large group of idiots that the economy, which was in the first stages of the largest and longest expansion in the history of the country, was in the crapper.
Enough moderates sucked up either Perot's spew or bought the media's false portrayal of the "troubled" economy so that the left wing loyalists were able to sneak the Philanderer in Chief through with 42% of the vote.
