I was talking about politics with my friend earlier today, and he said his family has certain political views such as a group of people/board should have control and make decisions. And not a dictator or president.
I am sure it isn't communism, but what is it?

The Union of Soviet Socialist Republicas had a government like that. The group was called the Supreme Soviet.

if the group of people are elected to represent the people of a given geographic area, it would be a republic

if they hold power just because they are the wealthy, then it would be an oligarchy

if they are in power because of position within the church, it might be a theocracy
