For the spiciest salsa you'll ever have, go to 524 in the Natomas area. It's off of Northgate. You will never have spicier salsa, I promise.

As you can see, there are lots of restaurants with spicy food in Sacramento. Indian cuisine, Thai, Seshuan, Mexican, and more. Look into the restaurant issue of Sacramento News and Review, which is annual, but will be in their archives. It should answer your other questions as well. The food critic for the "Review" does a great job on what ever restaurant is being reviewed for that week, too.
