As with any theft deterrent, it's up the the thief.
If they want your car bad enough, they'll simply cut the steering wheel in one place and slide the club off. Most steering wheels these days are made of a soft material and collapase to minimize injury. Replacing a steering wheel is relatively cheap for a thief, and most typically steel for the car to end in up in a chop shop.
The Autolock is slightly better. Locking down the brake pedal or clutch pedal, but again, if the thief really wants the car, he'll figure a way to get it.
The key is to simply make your car a little more difficult to steal than the neighboring one, so they'll go after that one instead of yours.

Yes it is, if it's put on properly. Too many people put it across the steering wheel (parallel to the floor of the car) and it doesn't impeded steering at all. If you put it on so turning the wheel results in the club jamming into the door of the car, no one is going to be able to steal your car and drive it away -- unless they drive it in a totally straight line. That mean's they'll have to abandon it at the first corner they come to.
