Depends on if you are looking at getting into a research oriented PhD and the school you are applying - however, the experience of writing a thesis paper is invaluable in any case and may give you the idea for your PhD proposal or areas of interest.

No -- it is not needed. I was accepted into two PhD programs right out of college. In fact, many of the top universities don't even have master's programs in many academic disciplines. They will give out an MS as a booby prize to those who decide not to complete the program.
