If you have to ask, you probably shouldn't be deleting them.
If the .dll is part of a program you installed, and you want to remove it, use that program's Uninstall feature, or (if your O/S is WinXP) Start/Set Program Access and Defaults/Change or Remove Programs. Otherwise, don't mess with it - you could do much more harm than good.

Dll-dynamic link libraries are files used by windows in order to perform some operations. If you erase one(but I think windows don't allow you to do so) you destroy your computer as os corrupts and your computer may not be able to boot. In order for you to understand, malicious viruses erase dll's.

if you do need to, boot into safe mode and delete them like they were any other file
