I'm not blowing off your question, but web design can be as simple or as complicated as you like.
The first two answers are correct, but there will not be a lot of creativity involved.

First learn about HTML, then look for a free host like geocities from yahoo. Start from there.

1. You write the website using whatever programming language you want.
2. Go for any Hosting Companies you like (www.globat.com, www.godaddy.com, etc) and get a hosting plan that will fit your website
3. Upload you website there. If you have problems, call them, they will help you fix it.
