i own a repair shop ,and on this it doesn't matter ,the running of it has no affect on the level what so ever,but most people including myself do it with the engine off,but there's no difference in the level of it either way ,good luck hope this helps.

The car's brake system does not care. However it is safer to have the engine off so there are no moving parts while you are reaching into the engine compartment.

OFF, the only fluids you need anything running are:

TRANSMISSION FLUID (AUTOMATIC)
RADIATOR JUICE (ANTI FREEZE )

You can check and fill everything else while the vehicle is off.

Be sure the engine is cool so you don't spill and start a fire.

Be careful, the engine will not stop if it starts eating your necktie.....
