You're missing a few words or letters there.

If "the motion is withdrawn", that means the motion (a request in legal terms) for whatever is now withdrawn by the requesting party, please pretend it was never requested.

The term motion of course came from move, because in legalese, you don't "request", you "move" instead. However, when that doesn't sound right, you can "file a motion" instead.

So either side can "file a motion to" or "move to" something with the judge presiding over the case, usually some squabble over the evidence, procedure, witness, etc.

EX: "I move to exclude this witness as prejudicial and hostile to my client." Translated into English, that means "I don't want this person to testify against my client because this person is prejudiced against my client and thus cannot be a fair witness."

Then prosecution will object, and the judge will issue an order that the testimony will be limited to so-and-so items and topics. If that's satisfactory, the defense will...

"Your honor, I withdrawn the motion to exclude this witness provided that you limit his testimony as outlined previously."

In English, that means "Forget about my earlier request, if you do what you agreed to earlier so the witness' testimony will be limited to _____ topics."

Read the motion. It is likely a motion filed by a lawyer asking leave of court (permission) to withdraw as counsel for a party in a lawsuit.

A motion in the legal context is a request by someone to the court to do something. Therefore withdrawing a motion is a request to not do what was asked.

A "motion" can be thought of as a request to the judge, to get a decision regarding a legal matter. To withdraw it simply means that you are no longer making the request.

A motion for leave to withdraw as attorney of record means that the lawyer is asking the court to allow him or her to quit working on the case.
