They are arrested in Interphase. When they are fertilized by sperm they progress past interphase because of a massive wave of calcium ions and progress into cellular division.

During fetal development, the cells in an ovary progress to prophase I in meiosis and stop there. Only after they are released as ova and really, only after they are fertilized, do they progress through the rest of meiosis.
