The north pole.

The North pole is nearly at sea level, while the south pole's elevation is about 8000 feet, I believe. Therefore, the north pole is closer to Earth's center of mass, and there is no centrifugal force acting on a body.

Because there is no centrifugal force from the Earth's rotation counteracting gravity at the poles.
