Can a person working as a police officer run in an election for a district magistrate position while working as an officer in the same community.

Yes, it is. Just like it is legal for a practicing attorney to run for office in a public election. Most people who run for public office in a community, work in that community. Good question, though.

Yes; anyone of legal age in the community they reside in can run for office.

Yes once he is elected he can chose only position. Can't have both at the same time.
