Bush got on TV and said "I take full responsibility" for the failed response by FEMA to Hurricane Katrina...You all saw him...he said it himself.
...1,600 people died, thousands remain homeless.

If you or I took "full responsibiltiy" for 1,600 negligent homicides we'd probably go to jail for years or otherwise pay some kind of penalty.

What was Bush's punishment?

For Bush, there was no punishment, he instead offered Secretary Brown's head for sacrifice. Brown wasn't the smartest Secretary of FEMA, but what we have now isn't any better. Personally, Bush should be impeached for the Katrina and Rita fiasco. People forget too easily!

Yes, good question and I agree that he should take responsibility only AFTER the chain of command didn't. Government follows a chain of command just like any big business. So the Governor, the Mayor, and City Planner are all responsible. FEMA falls in line with them also. It was mainly poor planning on all of their parts. But Bush should have stepped in when he realized they hadn't planned for evacuation and emergencies. Landry is responsible also.
I'm not a Bush supporter, but these people failed their state miserably !

The "Teflon Moron" is, if nothing else, effective at placing scapegoats around himself to deflect attention from his own incompetence. Evidenced by the 150+ graduates of Pat Robertson's law school (tier 4 bottom of the barrel) that the Christian Right has managed to place in the Bush Administration.. one of whom is now taking the heat for firing the Democratic attorneys.

As the boss he has to accept the responsibility when the down- line were making a mess in not doing their job in planet of apes.
