Sheep are lambs when they're under 1 year old.
When lambs are 1 year or older, they've become sheep.

However in England, The figures here given show the appearance of the middle pair of the front teeth at the age of 1 1/2 years, at which age the English courts have decided that the lamb becomes a sheep.

This is just a guess, but I would say like most animals around a year old, or when it becomes sexually mature. This varies from breed to breed acording to hormonal changes and the amount of daylight according to what I read on the subject. Lots of different breeds of sheep romneys are the cutest (personal opinion) lambs. female-ewe; male-wether(?) or ram. I like horses much better.
