Usually a tax return, a Lease on a home or apartment in the person's name. The tax return should work.

It could depending on the matter. Seeing as you have access to the Internet, Look up your state... most have a web page... like Florida.gov, Tennesseeanytime.gov... just depends put it in a search, something is sure to pop up, you can look up the office of Vital Statistics and order a copy from there. May take a couple of weeks. If you live close enough you can go there and get a copy for a fee usually around $10.00. There are some agencies online that for a greater fee, will get you a copy in a shorter time usually anywhere from $20.- $30. bucks.
