Venezuela and Iran are talking of selling their oil via Euros as opposed to USD which have always been the currency through which all countries must use to buy oil.

It would depend on what you are selling in order to buy Euros. Forex trades are done on a selling one to buy another. Currently the dollar is hovering around the all time low versus the Euro. If you sell Dollars and buy Euros you are betting that the dollar will continue fall and that Euros will continue to rise thus allowing you to eventually sell your Euros and buy back more U.S. Dollars (USD) as the gap will have widened (preferably). If the USD rises you lose money. Most bets are on the USD rising against the Euro.
