This was a comedy, theirs was the only building left. The servers all died of accidents while serving the notices. The old people put them into the foundations of the development to be covered with concrete. It had a lovely song, "Sundays with your friends". Unable to find song, lyrics, or movie anywhere.

The film you are looking for is 1974's "Homebodies"; I specifically recall the scene in the film where the geriatrics put one of the evictors/contractors in one of the concrete foundations. Once the hapless evictor was covered with the wet concrete, the old folks noticed that their victim's foot/shoe was sticking out of the bottom of the foundation base. Well, naturally, they couldn't possibly have that, so they...well, they chop his foot off with a small hatchet!!!
Unfortunately, the film has not been released on DVD yet, and the VHS tape is years out of print (though, I have one in my monstrous film collection).
