Classified employees are very hard to fire, even if they miss work and use up all of their leave and sick days. Why is it so hard to get rid of someone that is essentially not working but recieving pay?

Basically speaking, you need to document everything that the employee has done which may be grounds for termination. The supervisor must have a record of every transgression, when it happened, who was present when it happened, what he said, what the employee said, what happened thereafter.

It is difficult, but not impossible, to fire a government employee. This is true even if the violation of rules is blatant. Government employees have more rights than employees in private businesses.

When the record or dossier is detailed, one can justify the termination of the employee. Furthermore, the more solid the evidence is, the less likely the employee will fight the termination.
