Sometimes you get what you pay for and cheap isn't cheap at all. Some years ago I built a lovely home and needed lots of plants to start the landscape. Bought quite a few from one of those companies that always has an ad in the Sunday paper. They came, planted, they all died. Every one. They had a money back guarantee, so I wrote to them (I had kept the dead plants in case they wanted them). They replaced them but some were replaced with different plants that I really didn't want). All but one of those died. I wrote them again... they were very slow responding. Offered to replace plants and told them their stock wasn't any good or at least didn't fit my needs in my planting zone. Never did get the cash refund.

Michigan Bulb (michiganbulb.com) is the cheapest but the worst quality too (smallest plants, different plants shipped without notice, etc).
The next company is Jungseed.com, they are cheaper but also expect some problem with their small potted plants. I ordered two potted plants, one died because of root rot in transit. I can't believe they ship their plants so poorly after 100 years in business.
Also eflowergarden.com is cheap too but they don't have a lot of plants to choose.
I love parkseed.com, good company with good prices and they have late spring sale (mid-late May) so if you want to save more try to wait until sale time.

Cheaper isn't necessarily better. Michigan Bulb Co. is probably the cheapest, but their stuff is pretty low quality.
I've have good luck with Spring Hill, Brecks, and Park Seed.

I would think arbor day, on their website arborday dot org you can order ten trees or plants for ten dollars. Its a good laid out site that tells you everything you want to know about the tree or plant you want to buy.
