It's pap.

We spend too much for too little return. Children are just not being taught. Dropping such a huge amount of money into a system with no checks and balances was bound to cause problems, but the unions have a stranglehold on this issue. Plus if you say anything about the waste that takes place your against children.

Oh well, there is a better way. Public Education is a scam.

'Under full community control'? What constitutes a 'community'? A city? A county? Either way I see that as non workable since you could have a dozen different school curriculum's all within a single county or state.

where i live we have a system very similar to your suggestion and they are presently graduating students who can barely read or write. the only way the schools will improve is strong support from parents. many children simply do not have the mental skills to learn beyond the fifth grade.
