Tomatoes evolved in very warm climates therefore all systems in the plant operate efficiently at temperatures above 68F, no if's, and's or buts so....you must provide the heat somehow. Hot caps, wall o' waters, plant transplants through plastic mulches (NOT black since it doesn't heat the soil deeply). Buy big transplants where someone else provided lots of heat to produce a big plant. I grow tomatoes outside, commercially in Montana so it can be done. Have fun!

Not normally, they like the warm.
