I need the name of a movie about a captive child whose hair was used to make paint brushes?

It was from around 1990. The kid's hair grew very quickly and his captor cut it off to make paint brushes. He was eventually rescued after a chase through paintings? Sort of trippy.... I'm almost certain I saw it on HBO. Please, this has been nagging me for months!

It is called "The Peanut Butter Solution." The film was made in 1985.
