Goto your local Cable company, like comcast, and tell them you wish to rent a basic cable box. This will allow you to receive basic cable, which is free. Its only a few channels, but its something.
Goto your local electronics store, like radio shack, and purchase a TV Splitter. Run a cable from the wall into the splitter then a cable to the modem and a cable to the basic cable box, and a last cable from your cable box to your TV.
The Box shouldnt cost you more then 2 dollars a month to rent.

If your cable service was down graded to just Internet the cable TV service was scrambled out by a filter at the pole, ped, or apartment box depending what type of home you live in. This filter is designed to scramble all of the frequencies except for the two or three frequencies use for your Internet service. Some cable companies use certain frequencies in the low band for there TV and Internet service. In these tiers most filters cannot scramble all these channels which will make a few stations available to watch. Trust me cable companies are not stupid the design this systems this was for a reason. So in another words...Depending on your cable company most cable systems have there Internet on the following channels to prevent theft of services channel 116, 125, 124, 123, 115, 01, 02, 03, and channel 99..
Now if you want to spit the line to your TV and Modem you will need a two way splitter. Make sure you get the correct splitter. dint just go to radio shack and buy any two way splitter. The splitter you need should have a frequency from 5-1000 MHZ no more no less. When you get this hooked up you can then scan for channels on your TV to see if you get anything. Good luck..Oh if you want to get some cable channels remove the filter from the pole, ped, or apartment box. I hope this helps

The cable company isn't delivering a cable TV signal to you any more as evidenced by the fact that connecting the cable directly to the TV didn't do anything. Adding a splitter won't put a signal there if there isn't one to begin with.

Im sure the cable company has installed a filter to only allow the internet signal at the pole to prevent you from doing this.

its more complicated than just splitting a signal. You need some illegal hardware for that kind of thing.
