When you buy bushings, do the bolts come with them? Otherwise why would these plactic things cost me 50 bucks a pop for a 1997 concorde?

It depends on what part they're for, they should come together as a set. You'll have to ask the place you're buying from... and I'd check around for the best price.

Unless you buy a special purpose kit bolts do not come with bushings. Since most bolts are not used in applications requiring bushings most of the buyers would just need to throw them away after having paid for them so that is unlikely.

I think you are a victim of supply and demand. You need the bushings and there is no other place but those car dealers or auto parts places who carry them.

Some companies offer a front suspension kit that comes with bushings. Probably pretty expensive, but $50 a bushing? That's a lot.
