The clutch works on the principle that as you rev the motor the rollers in the clutch run outwards to the outer of the clutch and come to grips with the drive if the rollers have in the idle position made slight grooves it takes a sudden surge to make the rollers throw outwards to work the clutch you may just need to fit a new smooth plate in the clutch .~~

Are you sure the idle is not set too high?
