You mean Holland? Amsterdam is a city in Holland.
And why the first to decriminalize marijuana? Probably for the same reason prostitution is O.K. in this country. Holland is a very "progressive" country which is really just another way of saying their culture is very permissive and promiscuous.

The country Amsterdam is in is Netherlands....Amsterdam is a city in the province of Holland .....I dunno if they are the first to make it legal - it was the French who discovered it in their conquests of the Mid-East and Africa...and they probly got it from Asian countries.....all those countries had it legalized
The reason why Amsterdam is so popular as a hippie heaven is because you can schmoke 3 joints in a cafe, drop a hit of Extacy from one fo the Arab or African dudes up the alley, and then hump a sexy, clean prostitute for 50 Euros (~70 bucks)
