The SS was, amongst other things, responsible for the internal security of the Reich. Its security apparatus included the SD (intelligence gathering), the Gestapo (arresting authority), crimial (investigation) police, and regular police. So, the Gestapo was an SS organisation; however membership of the Gestapo (or any other Police organisation) wasn t restricted to members of the SS. A Gestapo officer worked for an SS organisation, but wasn t necessarily a member of the SS.

The Gestapo ( Ge heime Sta ats po lizei ) was the State Police Organization of Nazi Germany. When Goering became Minister for Prussia in '33, he developed Dept 1A of the Prussian State Police but in April '34 ( after political intrigue from Himmler ) had to hand over control of what was now known as the Gestapo to the SS. Himmler placed Reinhard Heydrich at the head of the organization, which became feared throughout Occupied Europe for its' ruthless and efficient ( or brutal ) methods of tracking down 'enemies of the State'.

Gestapo was the official police and intelligence branch. The
SS was elite Nazi armed forces. The SS were more politically motivated by Nazi party ideals than the regular Army. Most of Hitler's terror policies were carried out by this group. Think like this: Gestapo would round them up and the SS did most of the executions. Side note: The Gestapo was also one of the founding police forces of Interpol.
