It was an arrest however instead of bringing you back to station, it was more effective for them just to issue a summon to you however your licence have already been suspended with effect of the notice. As such you need wait for the letter of notice about your offence to reach you. However you can write in to appeal or seek a lawyer assistance about the incident but if it was a clear cut evidence in the breathalyzer. I advise you to appeal and save your money in finding a lawyer.

I'd go with Lakaria's answer. You don't have to be hauled into jail to be arrested. You also don't have to be arrested to have your license suspended.
The citation probably tells you what you need to do, or at minimum, references some vehicle code which you should be able to look up online or gives a number to call for more info.
Try reading it when you're sober.

the next thing you do is NOT DRIVE DRUNK AGAIN ESPECIALLY SINCE YOU ARE UNDER AGE. Thats TWO illegal things you were doing at the same time..... i'm surprised they DIDN'T arrest you.
.... you should consider it grace they didnt.
i could be full of crap, and an idiot, but i think you have to go to court...... (thats usually the consequence to something like that).
Be thankful they pulled you over and gave you a ticket, instead of you smashing into someone and killing either them or yourself, or both.

You are very luck you were not arrested. I strongly suggest next time that you do not drink if you are going to drive or have a designated driver. Yes, you will have to go to court and your rights to drive will be suspended if you are found guilty.

The arrest was incomplete and maybe you just have to wait for any court order to answer the offense charge against you if any.

ARE YOU ENTIRELY SURE THAT THIS WAS A COP??? Because this doesn't sound like what a cop would do...this is extremely weird, and I would not go. You can PROBABLY claim that this was a illegitimate "arrest" if you could call it that.
