I am waiting on a bigger tank to arrive and hope to keep the two together for the time being in a 10 gallon tank. They are both on the small side. Any thoughts?

I moved her to another 10 gallon that just has neons in it, I will get the melafix today, I am not sure if the male wanted to spawn or he is just showing dominance since he did not start a bubble nest and his coloring did not change. But she is looking brighter though so I will remove her for a little while, feed her live food, apply melafix and reunite them in a few days to see if that helps. Thanks for all of the great answers so far. I will wait till the end of the day to close this question.

I'd add the melafix or pimafix to the tank to just to prevent any bacterial or fungal infections. As others have mentioned, tank dividers can do wonders.
I'm curious though as to why the male would attack the female like that? Were they going through any mating rituals? Usually the males attack other males just out of spite...but not the females. Do they have enough hiding places (plants, decor, etc) in the tank?
Sounds like he may be harassing her for a little something something and she's not too interested.
If they both have pointed fins though..they're both males and the behaviour is a little more understandable.

I agree, try to separate them if you can, and keep the water quality excellent. MelaFix is great for helping wounds heal, pet store should carry it.

There really isn't much you can do to prevent more damage except to separate them. As for the existing damage, not much you can do there either except keep the water clean , keep the fish well fed and watch carefully for fin rot or fungus while the missing piece grows back.

Seperate them. What you can do is at the pet store, they have boxes with net that you attach to the side of your tank. Then it still gets water but it cant hurt the other one!
