Frequent and generous water changes as well as frequent feeding is the key to good fish growth. I would be changing about 25% of the water 1- times a week and feeding 2-3 times a day if I were looking for rapid growth.

You have a pair of goldfish in what size tank? They need 10 gallons a piece in order to grow. You're feeding them 4 thrise a week? Does that mean four times a week or thrice (3 times) a week? Either way, baby and juvenile fish need to be fed about twice a day (14 times a week!)
If the tank you have them in is too small and you are not feeding them enough, there will be no growth. Another fact is that if the water is too cold, they're metabolic rates slow down and they won't be as hungry or active and they won't grow as quickly.

the bigger the tank, the faster they will grow. lots of water changes for fresh water are also essential. feeding 4 times a week? I'd up that to once a day if they aren't thriving. fish don't need to eat more than once a day b/c they are cold blooded and don't have the same metabolic requirements as mammals. if you skip a day or two a week, it's ok, but once a day is ideal. a high quality pellet food is also important and you can supplement their diet with brine shrimp and blood worms.
