i start up my computer and all i see is blue and red stripes i can tell the computer is working cause the screens change but still there is only blue and red stipes

i have a visiontek radeon x1300 512mb

I had this same problem, initially intermittently, w/ my AGP card. After a few months, it was dead - blackscreen!

It could be the monitor. Is it a CRT because what you are describing may be what it looks like when one of the colour guns goes.
When troubleshooting the simplest premises are easiest. Change one thing at a time. Try the easy things first. Begin by trying another "known good" monitor. (Using a known good item is standard TS protocol). If it's still the same it may be the card or the slot the card is plugged into.
The next step may require getting a new card but start with the monitor. The card doesn't look to be all that old based on what you've told me.

It sounds to me like you have corrupted video memory. If thats the case you could test against this theory by testing the computer on another monitor. If you see the same problem on the other monitor than the video card may be bad.

Try reseating the vidoe card first. Dont sound like driver problem.

take the computer to GeekSquad or BestBuy (or similar) and tell them to start it up in safe mode and reinstall the video drivers.
