Some tips for air:
1) Make sure the Venturi valve (part # 2) is above the water and that the airline is inserted into the connector on the impeller housing (part #10).

2) If the powerhead itself is moving water, check that the airline isn't clogged - do this by taking part #2 out of the free end of the tubing. If there are no bubbles, the airline is either crimped or clogged.

3) If you've got air when the Venturi valve is off, try putting it back on, and rotating the back of the valve to adjust the air flow - maybe it screwed all the way in, which shuts the air off.

I use Aqua Clear filters. One of the problems is getting it started again after the power has been shut off (ie cleaning it) or anything that removes the water from the intake tube.

If it's stopped, best take it out and clean it out. Sometimes the impeller (the 2 plastic and magnetic pieces) that are under the intake tube get covered in gunk and don't propel any longer. That's how the water gets sucked into the intake.

I found this last time, I had to remove the intake tube completely, and tap my pinkie finger into the impeller a few times until they finally "caught" and started spinning enough to start the pump up again.

they don't sell too many of those "top filters" here in the states so I rarely see them, but it's annoying to have the pump hanging in the tank like that.
