My blind cave tetra has a red lump on his head. He is not eating and is sitting in the top corner of my tank sucking in the occassional air bubble.

Yes, they can get ulcers. An ulcer only means a damaged spot like you describe, but doesn't tell anything about the cause of the problem. A red lump could be any one of several things, but the most common would be a bacterial infection. Others might include a parasite, Furunculosis, sporozoan infestation or even fish Tuberculosis. Without knowing moer about the size shape and other details about the lump it would be impossible to tell which of the above is the problem.

Yes they can. An ulcer is usually a sign of a bacterial infection.
