Trigonometry. You have a right triangle whose tangent is 38/540. The arctangent is 4 degrees.

tan@= 38/540 =0.0704
so @=4.0253 degrees
You get a right angle trainagle where 38 and 540 are the legs.

tan theta = 38/540
theta = arc tan 0.7037 = 4.03 degrees
it is actually the angle made by the 38ft height and the horizontal distance of 540.
