yes normal could be that you are not well ventalated like wearing tight cloths ect try sleeping in the nude for a few days see if it helps

Sometimes if you shave it, and it starts growing back and it's prickly, it can get pretty itchy.

I'd say it's normal -- either dry skin there or if you were wearing tight pants, your pubic hair could be pressed into/irritating your skin there.
